Stating even today people are
desperately in want of basic needs as
education, health, drinking water and road connectivity, he recalled that in
the first Cabinet meeting he had emphasized on good governance, transparency,
accountability and an end to corruption to give a message to show to the people
the government's commitment to these ideals.
PM Koirala said the efforts so far
would be meaningless if a new constitution is not promulgated towards
fulfilling the responsibility of maintaining peace and order in the country,
adding that intensive discussions are on to issue a constitution in the stipulated
time.
Resenting the fact that political
power-sharing in the governance system was having a negative impact on almost
all sectors, Prime Minister Koirala hoped the conference would help correct
shortcomings in course of constitution writing.
Chief Justice Ramkumar Prasad Shah
opined that the forthcoming constitution would be widely-acceptable and
sustainable only if the existing challenges before the country are rightly
assessed and addressed.
Noting that the main objective of
formulating a constitution is the establishment of constitutionalism and
development, the Chief Justice said all the parties should seek their existence
and place within the constitution. He remarked that a culture of
constitutionalism could not be established in the country as every side only
looked for a constitution as per their convenience.
Chairman of the Constituent Assembly
(CA), Subas Nembang, said the judiciary has been playing an important role for
the protection of the rights of the people. He added that the entire country
was looking up to this conference that it would come up with appropriate
suggestions for taking the CA to a conclusion.
He further said the new constitution
would reflect an independent judiciary.
Senior judges at the Supreme Court
Kalyan Shrestha, Attorney General Bbauram Kunwar, president of Nepal Bar
Association Hari Krishna Karki and
Acting Registrar of the Supreme Court Shree Kanta Poudel also expressed their
views on different aspects of judicial good governance at the programme. RSS
