Kathmandu, Dec 6: UCPN (Maoist) Chairman
Pushpa Kamal Dahal has expressed the belief that the new constitution would be
promulgated on the slated time through consensus.
Dahal said that the 12-point agreement,
the Interim Constitution, the Comprehensive Peace Accord and other different
agreements are the basis of the constitution writing.
At a programme organised by the Reporters'
Club here today, Dahal argued that decision could not be made on the basis of
minority or majority as the Constituent Assembly is not the general
parliamentary system.
He said, "CA is not like a normal
parliament, so decision cannot be made on the basis of the number of seats in
the CA, disputed issues should be finalized through consensus. Political
parties are committed in the same line."
Informing that consensus has been forged
among political parties on the contentious issues in previous, the UCPN
(Maoist) Chairman expressed the view that the issue whether or not to implement
the previous agreements was the main question.
He further said that all the disputed
issues should be integrated by presenting the basis of consensus, adding the
basis has been mentioned in the previous agreements.
Dahal said spirit of previous people's
revolt and people's movement would be incorporated if the disputed issues of
the constitution writing including form of governance, state restructuring,
judiciary and electoral system are mixed.
He said the political parties have
reached to conclusion in previous to make the form of governance mixed and
added that provision of president elected from people and prime minister
elected from parliament would be suitable for the country.
Chairman Dahal said there would be
representation of women, Dalist and marginalized communities if the electoral
system is also made as mixed one.
Chair Dahal said that there was no
problem for timely constitution if the past agreement were fully implemented.
He said that there the parties had consensus of instituting constitutional
court with maintaining the dignity of Supreme Court and free judiciary system.
He said most disputed issue of a new
constitution is an issue of restructuring the state and it should be finalized
by implementing mix system like Limbuwan Mechi Province and so on.
The main issue is to provide the rights
to the people, Dahal added. Leader Dahal
further blamed NC and UML leaders as they had been found conceited after second
CA election.
The parties would reach in common
consensus though debate has arisen in surface. He said parties should have
common approach on the disputed issues as they have come here since
12-agrremnet with forging consensus otherwise timely constitution might be
affected.
He said there might be possibility to
issue the new constitution on slated time if the parties reached in a common
understanding on disputed issues.
Speaking
on a different note, chair Dahal said unification between two Maoists parties
is impossible by negating the importance of peace and timely constitution as it
is the national need of the day. RSS
