Kathmandu,
Nov 15: Minister for Information and Communications Dr Minendra Rijal has said
the political parties should take constitutional process to write a
constitution while making efforts to forge political consensus on the disputed
issues of the constitution.
Releasing
a book 'Civil Society Engagement in Municipal Governance' in the capital city
on Saturday, Dr Rijal said the process of promulgating constitution was long
that the political parties should
forward their talks for political consensus as well as carry out constitution
writing process side by side.
Dr
Rijal said no political force should present itself in an arrogant manner and
disrupt the constitution writing process.
Saying
that the ruling parties urged the Constitutional Political Dialogue and
Consensus Committee (CPDCC) Chairman Dr Baburam Bhattarai to forward the common
proposal of the Nepali Congress and UML regarding the disputed issues, he said
the CPDCC Chairman should not disturb the constitution writing process.
Dr
Rijal further said the financial and other irregularities have increased in the
absence of the elected bodies to make local bodies more responsible.
The
NC leader said political parties have made an understanding to hold the local
bodies' elections within the six months of Constituent Assembly (CA) election
and the local bodies could not work effectively as the local bodies' election
was not held.
Similarly,
lawmakers Miththu Malla said the democratic process should be forwarded to
resolve the problems appeared in the local bodies.
The
book written by Kedar Khadka including the activities of the Dhulikhel and Byas
Municipality suggested for making activities carried out in the local bodies
transparent.
He said the opponent parties
become weaker when the local bodies elections were not held for 15 years while
drawing the government's attention in this regard. RSS
