Kathmandu, Nov 11: Speaker Subash
Chandra Nembang on Tuesday urged for an agreement on the four contentious
issues of constitution making before the SAARC Summit.
Speaking at an interaction on
'Electoral system in upcoming constitution' held by National Election
Observation Committee, Nembang said if the parties claiming to forge consensus
in two hours could at least reach an agreement before SAARC, it would send a
positive message.
"When will the constitution be
issued? Has agreement been reached in disputed issues? –We will face such
queries from the visiting Heads of State or Government; so the party leaders
must reach an agreement before the Summit," Nembang said.
The Speaker also urged the political
parties to hold meetings in a serious manner in the parliament rather than
holding meetings at hotels and resorts.
At the programme, CPN (UML)
Secretary Pradeep Kumar Gyawali stressed for transparent and less expensive
electoral system that would be easy and efficient for the voters.
Nepali Congress leader Ramesh Lekhak
said none of the electoral system were right or wrong in itself while
emphasizing on parties inclusivity, cordiality and efficiency in making utmost
use of it.
Election Commission Secretary Madhu
Regmi was of the opinion of adopting a less expensive electoral system with
voting paper comprehensible to all and that which would address all classes and
sectors.
Participating advocates, civil society
representatives, human rights activists and media persons underlined that problems
were seen among the party leaders' sphere of culture and conduct rather than in
the country's electoral system. RSS
