NC, UML pushing constitution writing in peril: 22-party alliance



            Kathmandu, Nov 24: The UCPN (Maoist)-led 22-party alliance has said that the constitution writing process has plunged into a crisis due to the conduct of the ruling Nepali Congress and CPN (UML).

            The alliance said that crisis in political process has emerged due to ruling parties' unilateral step to move ahead by violating the 12-point agreement, Interim Constitution of Nepal-2007, Comprehensive Peace Accord and other agreements inked in different times with various forces.

            At a news conference here in the capital on Monday, UCPN (Maoist) Chairman Pushpa Kamal Dahal urged the NC and UML to internalize the sentiments and aspirations of the Interim Constitution of Nepal and documents of all other agreements and compromises made in the past.

            "The ruling parties are moving with the concept of disregarding the past agreement and consensus. This practice has pushed the progressive transformation and peace process into peril," Dahal said.

            The process of constitution writing on a consensus was obstructed due to those criticizing Girija Prasad Koirala for making compromise with the Maoists in the past being at the helm of NC leadership and those disregarding the election to the Constituent Assembly (CA) in public in the UML leadership, he argued. 

            On the occasion, Dahal argued that time has not come to say that constitution writing process to promulgate in January 22 was over but said the future depends on the activities of the ruling parties.

            Dahal termed the nine-point common proposal tabled by the NC and UML in the Constitutional Political Dialogue and Consensus Committee of the CA as 'status-quoist'. He said that the proposal cannot be accepted as it was just a geographical division and decentralization in the name of federalism.

            Submitting the signature of the 43 lawmakers in the CPDCC was a plot to invite confrontation at a time when the constitution writing process was moving ahead on the basis of a consensus, the former prime minister said.

            Dahal also clarified that he agreed to put the ruling parties' proposal in the annex of the CPDCC report and expressed dissatisfaction for publicizing it as if consensus were forged.

Effortful to make SAARC summit a success

            In the press conference, Chairman Dahal has said that the 22-party alliance would put special effort to make the South Asian Association for Regional Cooperation (SAARC) summit a success.

            It is necessary to make publicity of the positive impact brought about by Nepal's political change in global community, he said, adding that they are ready to extend warm welcome to the Heads of the State or Government arriving Kathmandu.

            He further said all should engage their efforts to accomplish the SAARC Summit as it is associated with the image of the country. Chairperson Dahal informed that the opposition parties have also centralized their efforts to that end.

            On the occasion, President of Madhesi Janadhikar Forum (Democratic) Bijay Kumar Gachchhadar said, "We would not join the government at any cost. Such propaganda is completely baseless".

            Chairperson of Constitutional-Political Dialogue and Consensus Committee Dr Baburam Bhattarai said he could not forward the proposal to the Constituent Assembly (CA) without consensus among major parties on the disputed issues.

            Consensus is a must among the parties even to go for the process, he said, adding that consensus could only lead to agreement. "I am still optimistic of a consensus as the parties are holding discussion to that end", he added. RSS
