President opens second judges' conference

Kathmandu, Nov 17: The Second Judges' Conference began here today around the slogan 'Prompt Justice and Justice to All'.

Inaugurating the three-day conference, President Dr Ram Baran Yadav said he was waiting for a new constitution and urged the parties concerned to issue it in the stipulated date.

The Supreme Court has already given its views regarding the dispute related to it, the Head of State said, pointing out the need for the feeling of moving ahead incorporating all the classes, the national unity and integrity to ensure peace to the people, stability to the nation and institutionalize the republic.

Stressing on the need of rendering the Judiciary institutionally independent and financially and administratively autonomous, President Yadav said the 'temple of justice' would be sound only when the judges are qualified and capable. He suggested the Judicial Council to appoint qualified, capable, honest and dutiful persons as judges.

Prime Minister Sushil Koirala urged the judiciary which he described as the pillar of democracy to express its commitment to good governance, transparency, accountability and banishment of corruption.
