Educational revolution must for institutionalizing political change: Dahal

            Kathmandu, Nov 7: UCPN (Maoist) Chairman Pushpa Kamal Dahal on Friday stressed on educational revolution as crucial to institutionalizing the political change.

            After inaugurating the first extended meeting of the Unified All Nepal Teachers' Association here, Dahal said the country's prosperity depended on simultaneous forward movement of educational and economic development, and the political change.

            The political parties are striving for strengthening the country on economic, social and educational fronts by promulgating the new constitution by 22 January, Dahal said.

            UCPN (Maoist) Education Department Chief Agni Prasad Sapkota was of the opinion that the reduction of educational budget from 17 to 14 per cent will not allow optimal progress to take place. 

Education Ministry's Under Secretary Bodhraj Niraula said the struggle had not been able to achieve success owing to existence of numerous organizations.

            On the occasion, participating speakers underscored the mounting problems in the education sector resultant due to the state's failure to resolve the problems faced by teachers. RSS

Constitution writing top priority of govt

            Butwal, Nov 7:  Minister for Physical Infrastructure and Transport Bimalendra Nidhi has said that constitution writing was government's top priority.

            Laying foundations of two bridges over Danab River in Rupandehi on Friday, Nidhi said that maximum efforts were on to bring the opposition forces for a consensus to draft the constitution.

            "If they don’t come for consensus, the government has the two-thirds majority to bring the constitution," he added.

            Minister Nidhi said that new constitution was needed to development as new only constitution could result in political stability.

            The bridge to be constructed at Manmateriya would cost Rs 96.5 million while the estimated cost of the second bridge in Khadga Bangai is Rs 96 million, Chief Engineer at Roads Division Office, Butwal, Dipak Bhattarai said.

            Meanwhile, Minister Nidhi said that an agreement on transportation linkage among the SAARC nations would be inked during the nearcoming SAARC Summit.

            Inaugurating the general assembly and convention of Paschim Nepal Bus Entrepreneurs' Association on Friday, Nidhi also said that a deal between Nepal and India is being signed soon. RSS

NC vice-president stresses modern agriculture

           Lalitpur, Nov. 7: Vice-president of the Nepali Congress Ram Chandra Paudel has said it was necessary to identify the features of the modern crops for agricultural development.

            Inaugurating the second annual general meeting of the Democratic Agriculturist Association here on Friday, he said modernization of agriculture was necessary for increasing the agro-produces.

            Vice-president Paudel said oranges, apples and coffee have good future in the country and that the places to cultivating them should be identified.

 

            The Nepali Congress has mentioned in its election manifesto for the national development via agriculture, tourism and the water resources and that the party and the government have been taking necessary initiatives in this regard.

            NC leader and CA member Gagan Thapa said establishment of different industries and prioritizing modern agriculture was necessary for the national economic growth.

            Recalling that the government has provided a grant of around 13 billion rupees for the agriculture sector, he said the farmers should be given information about its effectiveness.

            Similarly, member of the National Planning Commission Dr Bharatendu Mishra said the agricultural development was possible only when the foundation of agriculture was reformed.

            Gaushala, Nov 7: Indian Prime Minister Narendra Modi is likely to enter Janakpur through land route from India's Sursanda and Naubahi village to participate in the 18^th South Asian Association for Regional Cooperation (SAARC) Summit to be held in Kathmandu.

            Indian PM Modi is most likely to enter Nepal through Mahottari district's neigbhouring Indian village of Naubahi and travel to the district headquarters at Jaleshwor and then to the city of Janakpur before heading to Kathmandu.

            The security officials are searching for a secured spot for a helipad in Sursanda and Bhithamod of Sitamadhi district of the Indian state of Bihar.

            PM Modi will arrive at the border area of Bihar from Patna on a helicopter and use motor to travel through Mahottari's Jaleswhor and Janakpur. During PM Modi's arrival at the Indian side of the border, three helicopters of the same colour will be used, and are expected to land simultaneously. The possibility of the Indian PM using motor from India's Bhithamod to Janakpur's Janaki Temple has increased, according to a source.

            The work of filling up potholes in the 18 kms road stretch and making the surface smooth has already begun.

            Road Division Office Janakpur Chief Dinesh Amatya said the works of maintanance and upgradation of the road started after Ministry of Physical Planning allocated the budget in view of the Indan PM's visit.

            PM Modi will arrive in Janakpur on 25 November from road and travel to Kathmandu on a helicopter to attend the 18^th SAARC Summit taking place from 26-27 November. RSS 

Building New Nepal not impossible: Minister Pandit

           Banepa, Nov 7: Minister for General Administration Lalbabu Pandit has said building New Nepal was not impossible if all the civil servants played their respective part in it.

            Directing the chiefs of the Government Offices in Kavrepalanchowk district, he said one and all should follow the changes as per the need of the time.

            Minister Pandit said the government would not invest on any civil servant for their individual interest only. The Civil servants must work for the national interests, he added.

            Similarly, Secretary at the Ministry of the General Administration Ngaindra Prasad Upadhyay said protecting the dignity and prestige of the civil service was one and all's responsibility.

Finance Committee meeting Govt. directed to inform on conditions of scrapped hydel projects

            Kathmandu, Nov 7: The Legislature-Parliament Finance Committee on Friday directed the Office of the Prime Minister and the Cabinet, and Ministry of Energy to revoke the directive issued by the Commission for Investigation of Abuse of Authority (CIAA) to scrap hydel projects.

            The Committee has cited that the anti-graft body had crossed its jurisdiction when issuing the directive.

            The Committee meeting held in Singh Durbar has directed the Energy Ministry to divulge information over the condition of the projects that have been scrapped.

            The Committee has stated that the CIAA directive had put the foreign investors in difficulty and stalled the progress of projects already in stage of construction.

            CIAA Chief Lokmansingh Karki said that the hydel project permit were annulled as per the letter sent by Electricity Development Department.

            The CIAA had issued a directive two months ago to scrap 13 projects with permission letter for production and inspection.

            The directive was issued against hydro power projects that include Kabeli, Lower Arun, Upper Solu, Chahare Khola, Mailung Khola, Upper Khoranga Khola, Lower Indrawoti, Midim Khola and Bhotekoshi Five.

CIAA filed case against NBL assistant manager Aryal

            Kathmandu, Nov 7: The Commission for Investigation of Abuse of Authority (CIAA) has filed a case of corruption against assistant manager of the Nepal Bank Limited (NBL) at Special Court, Friday.

            CIAA filed the case against Manoj Kumar Aryal, assistant manager of the NBL Department of Human Resource Management, at the Court on the charge of submitting fake certificate of the Proficiency Certificate Level (PCL) to enter the bank service.

           

            The CIAA investigation has proved Aryal's certificate received from Bihar Intermediate Education Council, India, in 1988 and submitted at the Bank was a fake certificate.

           

            Similarly, the CIAA filed cases against Chairman of the school management committee Kamal Prasad Jaisawal, and Principal Shanker Prasad Sah, and teacher Dinesh Patel of the Nepal Rastriya Primary School, and School Resource Person Ram Sundar Yadav of Bara district on Friday itself.

            They have been charged of indulging in financial irregularities worth Rs 355,423, according to the CIAA.
